Scott Rinkenberger - Director of Construction Operations | Healthcare Division

Mr. Rinkenberger has been an employee of P. J. Hoerr, Inc. since 1996. He originally served as an assistant project manager and an assistant estimator. Mr. Rinkenberger was promoted to Project Manager in 1998 and joined the Healthcare Division in 1999. He was promoted to Senior Project Manager in 2007, then to Director of Construction Operations of the Healthcare Division in 2008.

Since joining the Healthcare Division, Mr. Rinkenberger has effectively managed projects ranging from small renovations to complete floor reconstruction to medical center additions to stand-alone medical office structures. His tasks have included developing and monitoring schedules, subcontractor coordination, material purchasing, cost estimating, budgeting and in general, allocation of company resources and overall creating a satisfied client. He has also worked in providing a more streamlined construction approach to the healthcare construction process by implementing infection control standards, safety policies and more usable cost summaries.

Mr. Rinkenberger consults nearly all P. J. Hoerr healthcare projects at some point in the process. His involvement may include reviewing project documents for constructability, developing infection control measures, evaluating estimating budgets or providing IDPH review insights.

Here are some of the recent projects Scott was a part of:

Hybrid OR Suite Addition, PACU Expansion and Infrastructure Upgrades, Bloomington, IL – Project Executive for this surgery expansion project. Currently, the project is in the planning stage, with Design Development documents nearly complete. Attended all pre-construction meetings and provided up-to-date budget and schedule information throughout the planning process. When finished, the medical center will have a completely new Hybrid OR suite and an expanded PACU and surgery support space.  Collaborated with the design group team to establish a scope of work that will fit into the approved budget. Preliminary project budget is $7.2 million. A spring 2013 construction start date has been set.

MRI Department Expansion, Peoria, IL – Project Executive for this new MRI department expansion project. This project includes two completely new MRI suites, with new equipment. Additionally, a new prep/recovery room, interview rooms and a new waiting room are included in this project. Worked with the owner to develop initial project budgets and submit information that will provide funding from a government grant to the facility. A summer 2013 construction start is scheduled.

Electrophysiology (EP) Lab Rooms Renovation and Hybrid OR Room Construction, Peoria, IL – Project Executive for this phased project in the surgery department and heart hospital. Phase 1 will consist of the construction of a new EP Lab. Once the new Lab is complete, Phase 2 will include the renovation of an existing EP Lab. New equipment will be installed in the renovated Lab. Phase 3 will be the construction of a new Hybrid OR.  Worked with the medical center to develop a phasing plan and produce detailed budgets.  An early summer 2013 start date is planned.

Endoscopy Suite Renovation, Canton, IL – Project Executive for this completely new endoscopy suite, which will be adjacent to the existing OR. Assisted in planning so the suite will be available as a temporary OR space while the existing outdated OR space is updated in future projects. This suite will include two new endoscopy rooms, sterile cleaning, prep/recovery and staff areas. Current project budget is at $1.5 million. A late spring 2013 start date is scheduled.

Linear Accelerator Replacement Projects, Central Illinois - Project Executive for this phased renovation project at three separate facility locations. Developed initial budgets and schedule projections from the conception of this project. Worked to establish a phasing plan that allowed for the necessary patient use throughout the project.  Currently, two phases of the project are complete and the final phase is under construction.

Hospital Laboratory Upgrades, Canton, IL – Project Manager for this complete renovation to an existing medical center’s lab. Worked with the department to establish a phasing plan that minimized impact to the lab functions and allow the lab to continue operation at all times. In addition to upgrading the lab interiors, a completely new air handling unit was installed.

Maternal Fetal Relocation, Peoria, IL - Project Executive on this 13,000 square foot hospital renovation, which involves the relocation of existing Maternal Fetal functions from two separate locations into one hospital-site location. An important step in the process was budgeting and working to include various infrastructure items into the project, all while maintaining the original project budget.

Histology Lab Addition, Peoria, IL – Project Executive for the addition of a histology lab to an existing independent surgery group’s medical facility. Established an early guaranteed maximum price by working with the design team and the facility.  Coordinated the installation of laboratory equipment with the general construction packages.

MRI Suite Renovation, Peoria, IL – Project Manager for this renovation of two existing MRI rooms. Each room was completely demolished and new materials were installed. This included a completely new shielding system, new drywall and finishes, new mechanical systems and a new electrical system. Also, assisted the imaging equipment supplier with delivery and rigging.

Emergency Department Addition, Canton, IL - Project manager of a two-story 20,000 square foot $8.2M addition to the existing hospital structure. Worked directly with the architect and owner during the design process. Project included relocating facility infrastructure, including a new generator, chiller, cooling tower and oxygen compound, to make room for the new addition.

Surgery Expansion and Support Relocation, Peoria, IL – Project Executive for this $8.9 million multi-phased surgery construction project in an existing medical center. Phase I included relocating the surgery support function, including staff and waiting areas. Phase II relocated and expanded the existing holding and PACU phase I and II departments. At the completion of these Phases, Phase III constructed two completely new Orthopedic OR suites.

Replacement Medical Office Building Clinic, Canton, IL
- Project Executive for the development and construction of a new four-story 68,000 square foot clinic building.  Involved with the project from conception to develop GMP pricing and project schedule.  Post GMP and Bid evaluation led to over 13% savings on the $13 million project.

Acute Care Patient Floor Renovation and Building Infrastructure, Canton, IL - Project Manager for this 15,000 square foot patient floor renovation. Also included were complete building infrastructure upgrades that related to this floor renovation, which included heating, ventilation, medical gas and electrical systems.

Illinois Eye Center, Peoria, IL - Project manager of a new 45,000 square foot, $8.3M medical office building. This new two-story complete eye care facility included an optical shop, four doctor pods, a minor OR suite and Lasik suite.
